Turks and Caicos Islands Showcases Family Island and Housing Opportunities at Strategic Session III
STRATEGIC SESSIONS
Invest TCI, government housing officials and the tourism industry made a joint case for investment beyond Providenciales, linking premium hospitality with workforce housing.
On 29 October 2026, the Turks and Caicos Islands (TCI) featured in Session III of the Caribbean Entitlement and Hospitality Strategic Sessions, convened by The Buckler Group in strategic partnership with CAIPA. The session was moderated by Christopher A. Browne, Founder and CEO of The Buckler Group. It brought together Angela Musgrove, CEO of Invest Turks and Caicos Islands; Mike Clerveaux, Director of Housing and Community Renewal in the Ministry of Physical Planning and Infrastructure Development; and Stacy Cox, CEO of the Turks and Caicos Hotel and Tourism Association. Together they presented TCI to investors as one integrated system linking investment facilitation, public delivery and destination operations.
Opportunities Across the Family Islands
Ms. Musgrove described TCI as a US-dollar economy with an English common-law framework and a population of just over 40,000, which gives investors direct access to decision makers. She presented project concepts for each of the family islands. For Grand Turk, these were a boutique hotel and residence at Governor’s Beach of at least 100 rooms, a PADI dive resort and marina near the island’s 7,000-foot wall, and a family adventure and recreation park. For North Caicos, she presented a wellness sanctuary of 40 eco-friendly villas. For South Caicos, she presented a sustainable seafood processing and aquaculture development with 10 tonnes of daily processing capacity. She positioned Invest TCI as the single entry point that guides investors from concept to Cabinet consideration.
Tourism Growth Needs Housing
Mr. Clerveaux outlined the National Housing Policy target of at least 600 new housing units a year, which can only be met with private-sector participation. Under the Residential Developer Concession Program, qualifying affordable housing projects on Crown or private land may receive import duty concessions of up to 100% and a 50% stamp duty concession. A housing RFP is being revised to simplify procurement and attract more bidders, with a planned mortgage corporation expected to support financing.
Ms. Cox reported nearly 2 million visitors in 2025, including about 641,000 stayover visitors, and stayover arrivals running about 5% ahead of 2025 as of September 2026. She noted a hotel pipeline of more than 2,000 rooms through 2030. "We cannot build five-star destinations on a workforce that can’t afford to live in it," she said. She called for workforce housing, stronger local supply chains, and balanced growth across the islands.
Next Steps
Investor questions covered wellness investment, residency pathways under the recently amended Immigration Act, infrastructure on the family islands (including the planned North Caicos airport redevelopment), and the five-storey height limit on North Caicos. The Strategic Session is the first stage of a three-step process. It will be followed by a Closed Executive Session for deeper due diligence, then an inward mission to the islands to engage stakeholders and advance deals. CAIPA thanks The Buckler Group, Invest TCI and the panellists, and encourages member IPAs to consider the Strategic Sessions platform for showcasing their own investment opportunities.
