Business investment brings a certain level of risk, regardless of the industry, location or magnitude. Therefore, certainty is one of the most valuable assets available to investors.
Companies evaluating new markets are looking beyond incentives alone, seeking locations with predictable policies, collaborative government partners and a stable environment where long-term investments can succeed. The Caribbean is an attractive destination for foreign direct investment (FDI), largely due to its capacity to deliver on those attributes. Caribbean Association of Investment Promotion Agencies (CAIPA) actively works with its member investment promotion agencies and member government organizations to streamline that delivery.
Policies for Long-term Investment
Across the Caribbean, governments recognize that economic growth depends on creating an environment where businesses can invest with confidence. Through transparent regulatory frameworks, investor-focused policies and dedicated investment promotion agencies, countries across the region are working hand in hand with the private sector to streamline market entry, facilitate expansion and support long-term success.
CAIPA economies benefit from tariff-free or preferential access to major global markets through a broad network of trade agreements, including the CARICOM Single Market and Economy, the EU–CARIFORUM Economic Partnership Agreement, CARIFORUM–UK Economic Partnership Agreement, and the U.S. Caribbean Basin Economic Recovery Act. This is further reinforced by complementary arrangements such as CaribCan with Canada, CAFTA-DR linking the Dominican Republic to the US and Central America, the Haitian HOPE/HELP Acts, and a network of CARICOM bilateral agreements with Colombia, Venezuela, Costa Rica, Cuba, and the Dominican Republic. Investors also benefit from a range of government-backed incentives, tax exemptions, fiscal concessions and industry-specific programs designed to reduce operating costs and encourage innovation.
Caribbean governments offer targeted fiscal, regulatory and trade-based incentives to support investment in priority sectors, including renewable energy, agribusiness, logistics, manufacturing and technology. Special Economic Zones embraced by many Caribbean governments strengthen competitiveness through targeted incentives, improved infrastructure and investor-focused policies.
This collaborative approach extends beyond the investment process. Governments throughout the Caribbean continue to invest in infrastructure, workforce development and business-friendly reforms that strengthen the region's competitiveness.
Expanding Global Opportunities
The region's growing trade relationships further reinforce investor confidence, and the world is taking notice.
In the top ten of the Heritage Foundation’s 2026 Index of Economic Freedom, which underscores sound governance and investor confidence, CAIPA countries in the top ten were:
- Barbados #4
- Jamaica #7
- St. Lucia #8
The Caribbean has become a strategic gateway between North America, Latin America and Europe, providing businesses with access to well-established international markets and expanding regional opportunities, effectively strengthening their supply chains and expanding their global reach. Total trade portions include:
- 39% - United States
- 13% - CARICOM
- 10% - European Union
- 6% - China
The Caribbean is clearly a premium platform to support manufacturing, logistics, digital services or value-added production.
Local Expertise Reduces Risk
Partnerships truly distinguish the Caribbean experience for investors throughout their business lifecycle. CAIPA works with national investment promotion agencies as trusted advisors. Between 2021 and 2025, CAIPA member countries attracted over 250 FDI projects with an estimated value exceeding USD $42 billion.
These local stakeholders advance investment across the region by navigating regulatory requirements and accelerating access to verified opportunities, government partners and sector expertise. This hands-on support reduces uncertainty, condenses project timelines and helps investors establish successful operations more efficiently.
Delivering Sustainable Growth
As global companies continue to diversify operations and seek resilient markets, the Caribbean is a region where governments and businesses work together toward shared success. Strong public-private collaboration, competitive investment incentives and expanding trade relationships create an environment where investors can make decisions with confidence.
For businesses seeking a location that combines market access, financial advantages and dependable government partnership, the Caribbean is certainly an investment destination that offers the certainty needed to grow with confidence.
