Years of Partnership, Now Formalized: CAIPA and UNCTAD Sign MOU in Doha

Signing of Memorandum of Understanding

On 26 October, at the World Investment Forum 2026 in Doha, CAIPA and UNCTAD signed a Memorandum of Understanding that formalizes a partnership built over many years. CAIPA President Kaye-Anne Greenidge signed on behalf of CAIPA.

UNCTAD has stood with CAIPA and its members for much of our journey. Together we have trained investment promotion staff across the region and developed online Investment Guides (iGuides) for our members. UNCTAD has taken part in our Annual General Meetings year after year, and Caribbean agencies have had a voice at the World Investment Forum. This partnership has helped CAIPA grow into the regional association it is today.

The MOU builds on that record and sets out where we go next:

  • Training tailored to small island economies
  • Clearer, simpler investor procedures that are available online
  • Practical indicators to measure how investment contributes to the SDGs and to good jobs
  • Shared research and data, and joint events
  • Stronger links between foreign investors and local MSMEs, with gender-responsive investment promotion
  • Peer learning on special economic zones
  • Joint work to design projects that respond to members' needs

What does this mean for investment promotion in the Caribbean? Our agencies will be better equipped to compete for investment that brings quality jobs, local linkages and resilience. Investors will find it easier to understand and do business in our region. And small island states will be able to show the impact of investment with credible data.

A special thank you to Ms. Nan Li Collins, Director of the Division on Investment and Enterprise, Ms. Natalia Guerra, Officer-in-Charge of UNCTAD's Investment Promotion Section, and Mr. Jason Munyan, Economic Affairs Officer, for their support in making this a reality. And we thank Mr. Paul Wessendorp, former Chief of UNCTAD's Investment Promotion Section, whose support over more than a decade helped lay the foundation for this agreement.

The next chapter starts now.
